The Planning Department upholds and implements the City's General Plan. The Department processes various land use and development permits per the Zoning Ordinance and development standards, and provides professional staffing to the City Council and Planning Commission on all planning matters. Department staff prepares long range planning studies, is responsible for monitoring regional planning activities, and conducts environmental analysis pursuant to the California Environmental Quality Act (CEQA). The department is responsible for compliance of municipal codes related to zoning violations, and processes business license applications and enforces City laws pertaining to business licensing. Our staff is also responsible for applying for and managing various grants, including the Community Development Block Grant program. We continue to develop and maintain knowledgeable staff and excellent customer service.
The General Plan is the City's constitution for land use. It is a state-mandated long range plan for the future of Agoura Hills, and embodies the desires of the community for land use and development. The City of Agoura Hills updates (codifies) its Municipal Code annually in March and September. As such, there may be a slight gap between codifications and the availability to review the recently adopted ordinances online.
In the interest of providing current information to the public, the following ordinances (awaiting codification) are provided for review.
Please note that ordinances adopted by the City Council, generally, are effective on the 31st day following the formal adoption, unless an urgency item reflects otherwise.
The Zoning Map and Zoning Ordinance embody the community’s goals for land use regulation, which help preserve the quality of life in Agoura Hills. The Zoning Map designates districts in the City where certain land uses are permitted. The Zoning Ordinance regulates the development standards for all land uses. The department provides assistance to the public on questions regarding general zoning in the City over the phone, in person or through the City’s website.
DEVELOPMENT REVIEW AND APPLICATION PROCESS
The department is responsible for providing analysis and recommendations to the City Council, Planning Commission and Architectural Review Panel on all development projects in the City.
LONG RANGE PLANNING
The Department is responsible for coordinating various advance planning and special land use studies for review by the Planning Commission and City Council. These include the preparation of Specific plans (Agoura Village Specific Plan and Ladyface Mountain Specific Plan), as well as the General Plan.
The City continues to protect the health, safety, and welfare of the public, and addresses public nuisance and visual blight by assuring Agoura Hills Municipal Code compliance is met.
The Department is responsible for evaluating and making recommendations on regional issues, such as traffic, housing, air quality, open space preservation and land use planning, which require regional solutions to protect and promote the quality of life in the Conejo Valley and Las Virgenes Canyon areas.
Over one-third of the City's land area is designated for open space. The abundance of open space in and around the City make Agoura Hills unique. The Department is responsible for planning and implementing programs to enhance and maintain the open space in Agoura Hills.
The Department is responsible for the planning and implementation of various affordable housing programs. As housing costs continue to rise throughout the region and beyond, municipalities tailor a variety of programs to meet the needs of their constituents in regards to housing.
The City has also adopted an Inclusionary Housing Ordinance that relates to new housing developments and the need to ensure that the local housing stock includes housing for a variety of income households within our community. An in-lieu fee option is available through the approval of the City Council.
