Solar Panel InstallOn September 14, 2011, the City Council approved a Energy Efficiency Incentive Program for residents and businesses to participate in.  The program provides reduce building and safety fees for installations of photo-voltaic technology (solar panels) at personal residences or businesses.  There is also a residential window installation program element as well.

The goal of the program is to provide incentives for person considering energy efficient technology installations, compliment existing County of Los Angeles clean energy programs and utility rebate programs, and provide for a more sustainable community.


As an incentive for installation photo-voltaic panels, the following Building and Safety fees have been reduced:

RESIDENTIAL - Based on a $50,000 system

NOTE:  These are Building and Safety fees only.  The Permit Issuance fee of $35.00, and SMIP fees will still apply

**Residential Solar Photovoltaic Plans that are under 10KW will be reviewed within 3 business days**


Residents wishing to install new energy efficient windows can enjoy a reduction in Building and Safety fees. This incentive program provides for a waiver of plan review fees to residential property owners installing energy efficient windows.

* Should the "per window fee" be higher than the valuation based fee, usually 3-4 windows, the Building Official will incorporate the lower fee for the applicant

New Window Installations must still meet California Energy Code and Very High Fire Severity Zone (VHFSZ) requirements.

3) What is the 2016 California Energy Code requirements for window/fenestration?

Windows need not to exceed U factor per section 152(b) B of the 2013 California Energy Code.  Package C: 0.38 U-Value; Package D 0.40 U-Value

4) Does the City have recommended vendors for photo-voltaic panel or window installations? 

The City is unable to endorse one particular product or vendor over another.  The local yellow pages, home improvement stores, or internet can provide you a variety of options available.  Personal referrals from current home owners or businesses who have installed these products is also an excellent source.  The California Energy Commission also has available online a list of certified contractors for photo-voltaic installations.

5) Are there any incentive programs or information available from the utilities companies?

Southern California Edison offers the California Solar Initiative Program where financial incentives and other important information is available for persons looking to install eligible photo-voltaic systems.  Visit their program page on their website for more information.
